Don't Let Them Sell Off Clean Water Funds

Issue

The state of Georgia is facing a massive budget deficit, but changing state law to sell off funds for water and sewer improvements threatens our clean water supply and economic growth.

Background

Governor Perdue’s FY2011 budget recommends selling off as a bond package part of the Georgia Fund to address a massive budget shortfall is a losing proposition that could harm our clean water supply, lead to higher water bills and eliminate job opportunities.

Legislation authorizing the renaming of the Georgia Environmental Facilities Authority passed the House last year. Recently, HB 244 was amended to authorize GEFA to sell off all or part of the Georgia Fund to meet the state’s budget deficit. We should not allow the raiding of a successful program that has provided more than $594 million in water and sewer loans to local governments and water authorities over the last five years.

Don't Sell Off Our Clean Water Funds


Dear Senator,

As your constituent, I urge you to keep the integrity of the Georgia Fund intact. Under the auspices of the Georgia Environmental Facilities Authority, the Georgia Fund has provided more than $594 million in low-interest loans to local governments and water authorities for water and sewer projects over the last five years. Federal funding sources cannot replace this revolving loan program. Allowing the selling off as a bond package, or securitization, of these funds could harm our clean water supply, lead to higher water bills and eliminate job opportunities.

Recently, House Bill 244, whose original intent was to authorize the renaming of the Georgia Environmental Facilities Authority, was amended to authorize GEFA to proceed with the selling off of these funds.

I urge you to vote NO on HB 244 unless the amended portions of Section 2 are removed.
