Put a Stop to Landfill Fillers and Job Killers

Issue

Georgia legislators are considering weakening a ban on dumping yard trimmings in landfills and we need your help to fight back.

Background

Here are the top reasons to oppose SB 511:

-Georgia has a strong and growing infrastructure for recycling and composting. HB 1059 would result in lost jobs for the composting industry in Georgia.

-Yard trimmings are estimated to be 25% by weight in Georgia landfills. Based on 2007 tonnage. HB 1059 would send an additional 1.5 million tons of recyclable yard trimmings to Georgia MSW landfills.

-HB 1059 circumvents Georgia EPD's landfill permitting process by creating new provisions in state law for landfilling recyclables.

-Georgia has long been a dumping ground for out of state waste. HB 1059 would increase that dumping by neighboring states with more aggressive policy.

-The bill diminishes the billions of dollars of investment by state & local government and private industry toward reducing disposal & increasing recycling.

-Increased organics recycling is the next step in conservation of water resources; HB 1059 will deplete valuable resources for that goal.

-It reverses goals established by the 1990 Solid Waste Management Act to decrease disposal to MSW landfills.

-The bill will make resources critical to compost industry growth less attainable and at higher costs.

-HB 1059 reverses positive and aggressive waste management policy that will increase competition with other states for attracting business development in Georgia.

Dear Representative,

As your constituent, I urge you to vote "NO" on HB 1059. Weakening the ban on dumping yard trimmings in landfills could unnecessarily add up to 1.5 million tons of yard waste to our state landfills.

We need to support Georgia’s recycling and compost industries. Georgia small businesses and local governments have invested billions of dollars in separate disposal of yard trimmings. U.S. EPA found that they employ five times as many people and pay them about $1,500 more than the waste management industry.

HB 1059 could also result in higher levels of out-of-state waste being dumped into Georgia landfills. We should not rollback our environmental protections or encourage policies that may eventually result in the need to build more landfills faster in our communities.

I urge you to vote NO on HB 1059.
